Fines for smoking on airplanes may increase to 50,000 rubles ($1,625)

The sponsors of the bill suggest changing the Administrative Offenses Code and launching higher fines, a State Duma said.

Smoking on suburban trains and long-distance trains, as well as on other public transport, will be penalized by a fine of 1,200 – 1,500 rubles ($39-$48.80).Those who will smoke at airplanes will confront a fine varying from 20,000 ($650) to 50,000 rubles, or from 50 to 200 hours of community work. The bill suggests including a clause to the Code introducing sanctions against legal entities for problem with implementation of the smoking ban.  Self-employed business proprietors will spend from 20,000 to 30,000 rubles ($650-$975), and firms from 50,000 to 80,000 rubles ($2,600).

A repeat break can earn self-employed business proprietors a fine of 40,000 ($1,300) -50,000 rubles or suspension of operation for up to 90 days, and firms will face a 80,000 -100,000 ruble ($3,251) fine, or deal with suspension for 90 days.

On February 25 President Vladimir Putin authorized the law prohibiting smoking in public areas from June 2013.

The law will become operative on June 1, 2013, though some provisions will only come into effect in 2014. These include the ban on smoking at resorts, in long-distance trains, aircraft and long haul ships, on urban and commuter transport, less than 15 meters from the entrance of railway and metro stations and airports.

On June 1, 2014 smoking will be prohibited in hotels, bars and restaurants, and on commuter platforms.

According to the law, cigarette makers will be banned from holding lotteries and sponsoring festivals, and their correspondences with bodies of power will be published.

Cigarettes will be removed from public display; shops will only be able to show a list of prices at the tills. The law also prohibits the sale of electronic cigarettes and naswar tobacco.
